Job Description

BASIC FUNCTION:

The incumbent in this position is responsible for assisting in the management of the Northeastern Regional Information Center, performing most of the administrative duties required of the Center.  The Assistant Director oversees administrative supervisors in LAN, WAN, security and web services, and acts on behalf of the Director-NERIC in his or her absence.  Does related work as required.

RESPONSIBILITIES:

  1. Works with and assists the Director-NERIC;
  2. Plans, organizes and controls the overall daily operation activities of the center and technical field staff to ensure continuity of services;
  3. Oversee all aspects of providing LAN, WAN, security and web services to users;
  4. Oversee the appropriate deployment and development of center personnel;
  5. Oversee and monitors planning and implementation of instructional and administrative technology infrastructure;
  6. Designs, plans, implements and manages Information Technology systems, including hardware, software, peripherals and other resources in coordination with the Director-NERIC;
  7. Establishes technical policies to ensure security and functionality of the network;
  8. Oversee the employment, supervision, evaluation and discipline of LAN, WAN, security and web services staff;
  9. Develop and recommend policies and procedures for effective center and district operations;
  10. Assists the Director-NERIC in the development and monitoring of the Center’s coser/service, business models, budget, operating process, and billing of services;
  11. Manages reseller contracts, manufacturer programs and related professional development and enterprise agreements;
  12. Performs other tasks as assigned by the Director- NERIC.
  13. Thorough knowledge of the planning, designing and management of computer operations systems, programming, or applications development;
  14. Thorough knowledge of the principles of implementing new technology; 
  15. Good knowledge of project management;
  16. Good knowledge of budget development;
  17. Working knowledge of personnel management;
  18. Ability to supervise technology staff, and perform staff development;
  19. Exceptional written and oral communications skills;
  20. Physical conditions commensurate with the demands of the position.

Job Qualifications

A. Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree in computer science, computer information systems or a closely related field, business administration, or engineering with an information technology focus and three (3) years of experience managing and/or directing an Information Technology operation, one (1) year of which involved supervision of technology staff; OR,

B. Graduation from a New York State or regionally accredited college or university with an Associate’s Degree in computer science or a closely related field and five (5) years of experience managing and/or directing an Information Technology operation, one (1) year of which involved supervision of technology staff; OR, 

C. Possession of a high school or general equivalency diploma and seven (7) years experience managing and/or directing an Information Technology operation, one (1) year of which involved supervision of technology staff.

NOTES:

  1. 1. Successful completion of a three (3) credit hour course beyond the requirements in (A) and (B) in management information systems, computer science, information resources management, information technology or a closely related field may be substituted for three (3) months of appropriate experience. 
    2. Successful completion of a course of study offered by a technical training institute, college or a corporate training program may be substituted for up to 12 credit hours in management information systems, computer science, information resources management, information technology; or one (1) year of appropriate experience, if the following conditions are met:
    1. a. The course of training involves learning the fundamental aspects of computer programming, systems analysis, telecommunications systems, LAN/WAN system configuration or a similar course with technical emphasis;
    2. b. The candidate provides an official description of the coursework and evidence that it was successfully completed. 
  2. 3. Coursework in the use of specific programs such as WORD< EXCEL or ACCESS and data entry is not acceptable.

The selected applicant will be subject to a fingerprint supported criminal history background check in accordance with SAVE Legislation effective July 1, 2001.

Vacancies are filled by a certified list provided by Albany County Civil Service. Should no certified list be available, candidates appointed to this position will be serving in a provisional appointment in accordance with New York State Civil Service Law. The candidate must successfully complete a competitive examination and be eligible for appointment in accordance with Civil Service Law and the Civil Service Rules for Albany County to obtain a permanent appointment.
