Job Description

LOCATION:          Educational Support Services – 900 Watervliet-Shaker Road    

BASIC FUNCTION:

The work involves senior-level leadership and oversight of curriculum, instruction, school improvement, and professional learning services provided through the Educational Support Services division of Capital Region BOCES. Under the general supervision of the Director of Educational Support Services, the incumbent directs the design, implementation, and evaluation of curricular and instructional initiatives for BOCES programs and for public and non-public schools and districts throughout the region. The incumbent supports regional school improvement efforts for both public and non-public educational settings. Provides overall leadership and support to the Educational Support Services Division. Does related work as required.

RESPONSIBILITIES:

  1. Direct the design, planning, coordination, and implementation of curriculum, instruction, and professional learning initiatives.
  2. Directly supervise, evaluate, support, and provide leadership to instructional coaches and other Educational Support Services staff.
  3. Develop systems and processes to evaluate student achievement and school program effectiveness for BOCES programs and public and non-public schools and districts.
  4. Guide public and non-public schools and districts in using multiple data sources for educational, curricular, and program planning; Work with the Program Supervisor of Educational Data to provide professional development and training to build staff capacity in data use, analysis, and continuous improvement.
  5. Prepare clear summaries of state, federal, and association reports for administrators, teachers, boards of education, and the public.
  6. Support districts in interpreting state and federal accountability systems, including the development of regional performance reports and NYSED School Report Card materials.
  7. Review and analyze program results, surveys, and high-interest data to assess progress toward established objectives.
  8. Apply knowledge of educational research, planning, and statistics to meet district staff needs and responsibilities.
  9. Ensure all activities align with professional standards and established protocols.
  10. Serve as a liaison to NYSED, RICs, and relevant statewide and local committees.
  11. Works with the Director of Educational support services to develop and oversee annual budgets for assigned programs and services within the Educational Support Services division.
  12. Coordinate educational services designed to support non-public schools in accordance with applicable Education Law provisions, including but not limited to consultation on substantial equivalency of instruction, Title services, and other publicly funded entitlements.
  13. Facilitate regional curriculum councils, superintendent advisory groups, and other collaborative bodies to align instructional priorities across public and non-public schools and districts.
  14. Provide leadership for the design and delivery of differentiated professional learning experiences aligned with New York State Learning Standards, Commissioner’s Regulations, and identified school and district needs.
  15. Support school and district leaders in developing and implementing multi-year school improvement plans, strategic goals, and instructional frameworks consistent with NYSED requirements and best practices.
  16. May supervise and conduct annual performance evaluations for Educational Support Services administrators and professional staff; support recruitment, onboarding, and retention of division personnel.
  17. Perform other applicable duties, as required. 
  18. Thorough knowledge of curriculum development, instructional systems, school improvement strategies, and professional learning practices in public education;
  19. Thorough knowledge of state and federal accountability systems, including assessment programs, reporting requirements, and school performance indicators;
  20. Good knowledge of instructional technologies, data systems, and research-based practices used to support teaching, learning, and program evaluation;
  21. Strong ability to communicate complex educational and data-related information effectively in written and verbal form to diverse audiences. 
  22. Strong ability to lead, supervise, and provide professional development to administrators, teachers, and professional staff across multiple programs and districts.
  23. Ability to establish and maintain effective working relationships with school district personnel, NYSED representatives, RICs, and other stakeholder groups.
Job Qualifications
  1. Graduation from an accredited college or university with a Master’s degree in education, educational leadership, educational administration, curriculum and instruction, or a closely related field, and
  2. Possession of a valid New York State School District Leader (SDL) certificate, plus
  3. Four (4) years of professional experience in curriculum, instruction, school improvement, or educational program oversight in a public or educational setting, at least two (2) years of which must have included supervision of professional staff.

The selected applicant will be subject to a fingerprint supported criminal history background check in accordance with SAVE Legislation effective July 1, 2001.
