Job Description

LOCATION:                          Management Services – 900 Watervliet-Shaker Road

BASIC FUNCTION:

The Managing Program Coordinator I (Substitute Coordination Service) ensures the timely placement of qualified substitutes within various Capital Region school districts. The duties involve the management of processes and procedures for a BOCES program in accordance with laws, policies, procedures and regulations of the BOCES as well as associated school districts.  Employees in this class assist the service by expediting, coordinating and interpreting to staff policies and procedures.  Incumbent will be responsible for implementing service-related policies, personnel methods and procedures to staff, and for training and supervising employees in their work including technical systems and software. The work is performed under the general direction of the Director of Management and Administrative Services in collaboration with the Director of Human Resources (BOCES), permitting the employee some leeway for the exercise of independent judgment.  Does related work as required. 

RESPONSIBILITIES:

  1. Manages and maintains a variety of records for the purpose of ensuring accuracy of program files and complying with BOCES, school district, federal and state regulations.
  2. Is responsible for effectively dealing with personnel problems in such areas as recruiting, staffing assignments, selection and placement of employees.
  3. Reviews applications for the purpose of validating qualifications and completes reference checks for those applications.
  4. Is responsible for planning and administering in-service training programs for staff, in-office methods and procedures and technical systems and software.
  5. Monitors the employee substitute management system for the purpose of ensuring system functionality.
  6. Confers with department head on departmental policy and operation.
  7. Performs related work as necessary.
  8. Assists in the preparation of budget by compiling necessary information.
  9. Orients and trains new employees. 
  10. Thorough knowledge of principles and practices of office management, including a knowledge of personnel methods and procedures, organization, reporting and communications, and supervisory principles and techniques.
  11. Thorough knowledge of record keeping of all matters pertinent to employment.
  12. Good knowledge of school district, federal and state regulations as it pertains to maintaining substitute files.
  13. Good knowledge of effectively dealing with personnel problems in such areas as staffing assignments, selection and placement of employees.
  14. Ability to train and supervise employees in office methods, procedures and technical systems and software.
  15. Ability to implement and enforce rules, regulations, policies and procedures.
  16. Ability to get along well with subordinates and others and to secure their cooperation.
  17. Physical condition commensurate with the demands of the position.

Job Qualifications
  1. Graduation from a regionally accredited or New York State registered college or university with a Master’s degree in Business, Education, Public Administration or a closely related field and two (2) years of experience in training, recruitment, personnel administration and/or in a position evaluating the professional credentials of individuals or institutions; OR,
  2. Graduation from a regionally accredited or New York State registered college or university with a Bachelor's degree in Business, Education, Public Administration or a closely related field and four (4) years of experience in training, recruitment, personnel administration and/or in a position evaluating the professional credentials of individuals or institutions; OR,
  3. Graduation from a regionally accredited or New York State two-year college with an Associate's degree in Business, Education, Public Administration or a closely related field and six (6) years of experience in training, recruitment, personnel administration and/or in a position evaluating the professional credentials of individuals or institutions.

The selected applicant will be subject to a fingerprint-supported criminal history background check in accordance with SAVE Legislation effective July 1, 2001.

Vacancies are filled by a certified list provided by Albany County Civil Service. Should no certified list be available, candidates appointed to this position will be serving in a provisional appointment in accordance with New York State Civil Service Law. The candidate must successfully complete a competitive examination and be eligible for appointment in accordance with Civil Service Law and the Civil Service Rules for Albany County to obtain a permanent appointment.
