Job Description

LOCATION:          Northwest Regional Information Center – 900 Watervliet-Shaker Road

BASIC FUNCTION:

The work involves responsibility for supervising, coordinating and providing training and assisting school district personnel using financial software applications supported by a BOCES Regional Information Center (RIC).  The incumbent supervises a unit of personnel involved in installing and maintaining accounting and other financial software applications as well as training and instructing the component school district personnel who use them.  This class differs from that of Program Coordinator II (Financial Services) by virtue of the fact that a Managing Program Coordinator I (Financial Services) exercises supervision over Program Coordinators I and II (Financial Services), Program Coordinator Trainees and support staff and assists RIC management in developing the annual budget and costs for services.

RESPONSIBILITIES:

  1. Supervises and trains personnel involved in providing financial record maintenance services to school districts using software applications to perform accounting, payroll, budgeting and other financial activities; training includes both beginning and advanced level use.
  2. Develops and implements financial software applications plans for school districts.
  3. Prepares cost projections for financial software upgrades and new installations.
  4. Contacts governmental agencies such as the Internal Revenue Service and the New York State Department of Taxation and Finance regarding financial regulations and questions.
  5. Assists school district personnel with the implementation of the technology aspects of school district financial management programs.
  6. Tests and installs administrative and student financial software applications/updates and analyzes and resolves computer hardware and software problems either onsite or by phone.
  7. Meets with school district administrators to discuss, assess and plan for financial software needs.
  8. Formats data for conversion from one financial software application to another.
  9. Performs basic computer hardware and financial software installation, maintenance and network administration such as installing stand alone or Local Area Network computer hardware and software, configuring software, adding and removing end-users, and resolving printer problems.
  10. Meets with school district technology personnel and administrators to discuss requests for program changes, advise on hardware and software purchases and coordinate technology projects.
  11. Orders and tracks financial software applications purchased for school districts and maintains detailed written records on training and services provided.
  12. Participates in regional user group meetings for the support and development of services supported by BOCES.
  13. Distributes training documents, manuals, revisions, and memos, newsletter and other information pertaining to financial software use in a school district.
  14. Documents financial software changes requested by component school districts and forwards it to the appropriate software company.
  15. Researches new and updated software before distributing it to a school district.
  16. Advises and makes recommendations to school district personnel regarding financial software purchases.
  17. Maintains an up-to-date knowledge on emerging theories and best practices in technology integration.
  18. Acts as liaison between school administrators and clerical staff to formulate training and strategies for financial software use in a school district.
  19. Prepares financial documentation or reports such as W2 and 1099 Forms or Federal and State retirement reporting for a school district.
  20. Organizes, plans and reports software review committee and end users group activities.
  21. Reports orally and in writing to a Managing Program Coordinator regarding program activities.
  22. Prepares and submits written and statistical reports related to program activities for the BOCES and New York State Education Department.
  23. Ensures end of year fiscal reporting for school districts and configures software for new fiscal year.
  24. Ensures federal and state wage, salary and earnings information is correctly reported.
  25. Maintains an inventory of all computer-related equipment within a school district or district.
  26. Thorough knowledge of financial software applications supported by a BOCES Regional Information Center.
  27. Good knowledge of computer financial software and information technology.
  28. Good knowledge of the laws, rules and financial regulations governing New York State school districts.
  29. Good knowledge of computer hardware and software industry.
  30. Good knowledge of modern management and supervisory principles and practices.
  31. Good knowledge of standard office practices and equipment.
  32. Working knowledge of budget preparation and the BOCES budgetary process.
  33. Ability to develop, design, coordinate and/or deliver technology training.
  34. Ability to utilize various software and computer database programs.
  35. Ability to problem-solve computer user hardware and software problems.
  36. Ability to form and maintain effective working relationships with others.
  37. Ability to understand and empathize with computer user needs and concerns.
  38. Ability to maintain records and prepare written and statistical reports clearly and concisely.
  39. Ability to plan, supervise and schedule the work of others.
  40. Ability to communicate effectively both orally and in writing.
  41. Ability to apply computer technology to a wide variety of school district settings.
  42. Physical condition commensurate with the demands of the position.

Job Qualifications
      1. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Master’s degree in Accounting, Finance, Business Administration, Education or a closely related field and five (5) years of experience in accounting, payroll, budgeting or working with other financial computer software; OR,
      2. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s degree in Accounting, Finance, Business Administration, Education or a closely related field and seven (7) years of experience as stated in (A).

PROMOTIONAL: Twenty-four (24) months of permanent competitive class status as a Program Coordinator II (Financial Services).

The selected applicant will be subject to a fingerprint supported criminal history background check in accordance with SAVE Legislation effective July 1, 2001.

Vacancies are filled by a certified list provided by Albany County Civil Service. Should no certified list be available, candidates appointed to this position will be serving in a provisional appointment in accordance with New York State Civil Service Law. The candidate must successfully complete a competitive examination and be eligible for appointment in accordance with Civil Service Law and the Civil Service Rules for Albany County to obtain a permanent appointment.
