Job Description

LOCATION:          Management Services – 900 Watervliet-Shaker Road

BASIC FUNCTION:

The work involves direct supervision, administration and leadership of various services offered through the Management & Administrative Services division of Capital Region BOCES. Under the general supervision of the Director of Management & Administrative Services and in conjunction with the Deputy Director of Management & Administrative Services, the incumbent of this class is responsible for the general operations of assigned departments within the Management & Administrative Services division. This includes operational oversight of services and their staff, and direct supervision of program managers. Incumbent also works to develop new business and services offered by the division. Provides overall leadership and support to the Management Services Division. Does related work as required

RESPONSIBILITIES:

  1. Provides direct leadership and supervision over various assigned programs and services offered through the Management and Administrative Services division, focusing on operational efficiency and enhanced delivery of services.
  2. Directly supervises and evaluates assigned program managers within the Management and Administrative Services division.
  3. Works in conjunction with division leadership to proactively engage in the promotion of existing and new services.
  4. Works in conjunction with division leadership to review service level budgets.
  5. Proactively seeks ways to improve operational efficiency of existing services.
  6. Recommend service enhancements or new service offerings to the Director of Management & Administrative Services.
  7. Oversees and participates as needed in recruitment and hiring initiatives conducted by program managers.
  8. Plans and develops various service level professional development activities, in accordance with divisional professional development initiatives.
  9. Facilitates the organization of meetings, seminars, workshops, surveys, and documentation designed to assist in the development, evaluation, and review of Management and Administrative services.
  10. Acts as a service liaison to school districts and municipalities in support of services and district needs.
  11. Attend leadership meetings and other meetings with stakeholder groups as assigned.
  12. Assists with preparation, development and coordination of meetings with stakeholder groups.
  13. Attend various staff meetings as required.
  14. Perform any additional duties assigned by the Director of Management and Administrative Services in support of BOCES operations.
  15. Thorough knowledge of operational and management functions of public sector organizations (schools and municipalities).
  16. Thorough knowledge of program service development and promotion.
  17. Good knowledge of technology.
  18. Strong ability to communicate effectively in written and verbal forms.
  19. Strong ability to supervise staff across multiple services.
  20. Ability to establish and maintain good relations with representatives of various stakeholder groups.

Job Qualifications

A. Graduation from an accredited college or university with a Master’s degree in operations management, policy management, public administration, business administration, education or a closely related field and four (4) years of experience in the oversight of operations in a public or educational setting of which two (2) years must have involved supervision of staff.

B. Graduation from an accredited college or university with a Bachelor’s degree in operations management, policy management, public administration, business administration, education or a closely related field and six (6) years of experience in the oversight of operations in a public or educational setting of which two (2) years must have involved supervision of staff.

The selected applicant will be subject to a fingerprint supported criminal history background check in accordance with SAVE Legislation effective July 1, 2001.

Vacancies are filled by a certified list provided by Albany County Civil Service. Should no certified list be available, candidates appointed to this position will be serving in a provisional appointment in accordance with New York State Civil Service Law. The candidate must successfully complete a competitive examination and be eligible for appointment in accordance with Civil Service Law and the Civil Service Rules for Albany County to obtain a permanent appointment.
