Job Description

LOCATION:          Central Administration – 900 Watervliet-Shaker Road

BASIC FUNCTION:

The Assistant Superintendent for Operations provides leadership for the business, purchasing, and financial affairs of the BOCES; the functions of the human resources department & BOCES facilities, including owned and leased facilities. At the direction of the District Superintendent, may report to the Board on specific matters. Reports to Deputy District Superintendent & Chief Operating Officer.

RESPONSIBILITIES:

  1. Oversee the leadership of the Director of Business Operations, Director of Facilities, and Director of Human Resources.
  2. Provides long-range vision and planning for the Board and the Superintendent on financial matters and assists with information on the financial impact of long-term goals.
  3. Develops budget guidelines, coordinates preparation of the budget, and provides leadership to division & department directors in budgetary matters.
  4. Prepares and monitors the administrative and capital budgets and serves as an authorizing agent for the expenditure of appropriated funds.
  5. Administers all aspects of the financial and non-instructional support functions of the BOCES.
  6. Oversee the BOCES insurance, real estate, investment, and safety programs.
  7. Provides active leadership of achievement of organizational goals, vision & BOCES commitments.
  8. Coordinates the presentation of, justification for, and preparation of additional analyses required to understand the proposed budget.
  9. Assists in the execution of the enacted budget, including the recommendation of administrative controls where required.
  10. Interfaces with component school districts on billing, services, and co-sers.
  11. Provides leadership in developing improvements in the financial management of the BOCES, including budget methods, format, and presentation.
  12. Facilitates regional leadership of School Business Officials.
  13. Acts as advisor to the District Superintendent & Deputy District Superintendent & Chief Operating Officer on all questions relating to the business and financial affairs of the BOCES.
  14. Assists in recruiting, hiring, training, supervising, and evaluating personnel.
  15. Works closely and cooperatively with federal, state, and independent auditors.
  16. Works with the General Counsel on preparation of draft policies.
  17. Remains abreast of developments and innovations in the field by reading current literature, attending professional society and association meetings and conferences, and discussing developments and problems of mutual interest with others in the field.
  18. Attends Board meetings and prepares such reports for the Board as the District Superintendent may assign.
  19. Assist the District Superintendent in preparing materials for negotiations, keeping records concerning negotiations, and assisting in the administration of the negotiated contracts.
  20. Serve as a resource person to committees of the Board.
  21. Supports oversight of administration of BOCES awarded grants.
  22. Attends organization-wide safety including Incident Response Team and training.
  23. Ability to provide leadership to others.
  24. Ability to communicate effectively and make public presentations.
  25. Ability to establish and maintain good relations with representatives of various groups such as school district leaders.
  26. Thorough knowledge of BOCES aid.
  27. Thorough knowledge of BOCES budgeting.
  28. Thorough knowledge of cooperative service through knowledge of employee benefits including insurance & implementation of negotiated contracts (co-ser) development.
  29. Thorough knowledge of liability & casualty insurance programs.
  30. Thorough knowledge of municipality purchasing regulations.
  31. Thorough knowledge of fund accounting and cost accounting
  32. Ability to train BOCES managers in financial processes and systems.
  33. Physical condition commensurate with the demands of the position.

RELATED EXPECTATIONS

  1. Develops and grows the supervisory skill set of the non-instructional administrators, through coaching, mentorship, teambuilding and constructive supervision.
  2. Works closely with the administrative team to ensure the needs of the BOCES are met and creatively problem-solve alternatives.
  3. Develops and maintains a knowledge of educational processes and practices to better support the BOCES mission.
  4. Direct experience successfully managing instructional support operations.
  5. Knowledge of purchasing, risk management, finance, insurance and fund accounting.

MASTERY of / EXPERTISE in

  1. Educational finance.

  3. Relevant NYS education law and policies.

Job Qualifications
  1. NYS School District Business Leader (SDBL) or School Business Administrator (SBA) required.
  2. Master’s degree in education administration, business administration or related field required.
  3. 3-5 years of business/financial officer experience, preferably in a public school or BOCES setting.
