Job Description

LOCATION:                          Northeastern Regional Information Center – Albany

SALARY - BOCES employee salary commensurate with experience and in accordance with contract language.

BASIC FUNCTION:

The work involves serving as a key member of the NERIC Leadership Team, which oversees all instructional and administrative technology services, including the provision of quality instructional, technical, and educational programs and services in response to the needs of school districts, and the school-aged children and adult students served. Work is conducted in a “Team Leadership” environment under general supervision of the Chief Technology Officer and other team members as assigned. Does related work as required.

RESPONSIBILITIES:

  1. As a part of the NERIC Leadership Team, meets regularly with all NERIC Program Managers to provide general supervision, evaluation and guidance on the day-to-day operations of the RIC.
  2. Assists in the development and administration of an annual budget for the division in conjunction with the Director of Business Operations, Business Office Supervisor-NERIC, Chief Technology Officer, Program Managers and staff along with other District Superintendent staff members as appropriate to ensure student and district needs are met.
  3. Coordinates all internal and external customer service activities ensuring that all NERIC services are presented in an accurate and transparent manner and that the needs of BOCES and school districts are treated by all NERIC staff with the utmost priority.
  4. Ensures that an ongoing process for program evaluation, which is related to annual BOCES and RIC-793 Plan goals, is in place.
  5. Oversee the process of personnel administration which includes recruitment, employment, supervision of certificated and non-certified staff, evaluation, and staff development in accordance with applicable BOCES policies and procedures in conjunction with the Director of Human Resources and the human resources staff.
  6. Observes all aspects of internal business processes associated with the work of the NERIC in order to recommend improvements and/or changes designed around increased operational efficiency and accuracy.
  7. Recommends the purchase of equipment and supplies under the guidance of the Chief Technology Officer, Director of Business Operations or his/her staff.
  8. Meets regularly with multiple BOCES and school districts to ensure the development and implementation of an ongoing process for assessing their technology, educational and administrative service needs and student achievement in accordance with all applicable laws, organizational rules, policies and regulations under the Regents Reform Agenda.
  9. Coordinates activities with designated staff from multiple BOCES on a continuous basis.
  10. Serves as a key facilitator for NERIC’s Regional Advisory Committee.
  11. Facilitates the organization of meetings, seminars, workshops, surveys, and documentation designed to assist in the development, evaluation, and review of NERIC services. Receives recommendations for changes to existing services and new services.
  12. Participates in relevant national, state, and regional associations.
  13. Provides input and may participate in the BOCES negotiations process.
  14. Performs other tasks, as assigned by the Chief Technology Officer.
  15. Thorough knowledge of computer operations, programming, DP management, and systems analysis.
  16. Thorough knowledge of integration of technology in the educational setting.
  17. Thorough knowledge of Curriculum and Instructional Support principles and methods.
  18. Thorough knowledge of applicable education laws and regulations.
  19. Good knowledge of educational budgeting methods and procedures.
  20. Good knowledge of educational and technology issues and trends.
  21. Ability to supervise non-certificated staff personnel.
  22. Ability to develop and administer a budget.
  23. Ability to establish and maintain good relations with representatives of various groups such as school district and BOCES leaders, state agencies, area educators and the general public.
  24. Ability to write in a clear, concise and creative manner.
  25. Physical condition commensurate with the demands of the position.

Job Qualifications

A. Graduation from an accredited college or university with a Master’s Degree in computer science, information technology, public administration, business administration or a closely related field and five (5) years of experience in data center management, managed IT services management, wide area network management or other closely related area, two (2) of which include the supervision of staff and programs; OR,

B. Graduation from an accredited college or university with a Bachelor’s Degree in computer science, information technology, public administration, business administration or a closely related field and seven (7) years of experience in data center management, managed IT services management, wide area network management or other closely related area, two (2) of which include the supervision of staff and programs; OR,

C. Graduation from an accredited college or university with an Associate’s Degree in computer science, information technology, public administration, business administration or a closely related field and nine (9) years of experience in data center management,

managed IT services management, wide area network management or other closely related area, two (2) of which include the supervision of staff and programs; OR,

D. Possession of a high school or general equivalency diploma and eleven (11) years of experience in data center management, managed IT services management, wide area network management or other closely related area, two (2) of which include the supervision of staff and programs.

PROMOTIONAL:

A. Thirty-six (36) months as an Assistant Director- NERIC; OR,

B. Sixty (60) months as a Managing Program Coordinator II.

The selected applicant will be subject to a fingerprint supported criminal history background check in accordance with SAVE Legislation effective July 1, 2001.

Vacancies are filled by a certified list provided by Albany County Civil Service. Should no certified list be available, candidates appointed to this position will be serving in a provisional appointment in accordance with New York State Civil Service Law. The candidate must successfully complete a competitive examination and be eligible for appointment in accordance with Civil Service Law and the Civil Service Rules for Albany County to obtain a permanent appointment.
