Job Description

LOCATION:          Educational Support Services-900 Watervliet-Shaker Road

BASIC FUNCTION:

The Program Manager- Educational Support Services will collaborate closely with the ESS team to lead educational programs and initiatives offered by the Educational Support Services division of Capital Region BOCES. This includes responsibility for leading the home instruction program, regional scoring and the regional summer school program. The Program Manager- Educational Support Services will supervise staff supporting related ESS programs and collaborate with school districts and internal teams to evaluate, promote, and support student achievement across K–12.  Additionally, the Program Manager- Educational Support Services will assist the Director of Educational Support Services with other school-related programs and initiatives as needed.

RESPONSIBILITIES:

  1. Responsible for the leadership and execution of the home instruction program which includes maintaining files, managing letters of intent, reviewing Individualized Home Instruction Plans (IHIPs), quarterly reports and annual assessments, maintaining student information system, serving as a liaison between school districts and homeschooling families, and handling related responsibilities.
  2. Responsible for the leadership, coordination and execution of the Regional Summer School Program, including but not limited to direct supervision of the Summer School Executive Principal, oversight of staffing and hiring, coordination of site locations and selection of course offerings.
  3. Responsible for leading, executing and overseeing off-site NYS Regents exams.
  4. Responsible for leading regional scoring initiatives.
  5. Develops and provides resources, tools, and materials to support educators and administrators.
  6. Work with Program Manager of Professional Development for ESS to identify and execute professional development opportunities for program staff.
  7. Manage contracts with vendors.
  8. Hires and supervises staff, including per-diem employees.
  9. Budget development.
  10. Assists Director of Educational Support Services with RFP development.
  11. Perform other tasks as assigned by the Director of Educational Support Services, contributing to the overall success of ESS programs and initiatives.
  12. Other duties as assigned.

Job Qualifications
  1. Graduation from a regionally accredited or New York State-registered college or university with at least a master’s degree in educational administration, or a related field.
  2. In-depth understanding of educational support principles, methods, and strategies.
  3. Strong knowledge of current educational issues, trends, and innovations.
  4. Proficient understanding of budgeting practices and procedures in an educational setting.
  5. New York State School District Leader (SDL) Certification required.
  6. A minimum of five (5) to ten (10) years of progressively responsible administrative experience in an educational setting.
