Job Description

LOCATION:    Central Administration – 900 Watervliet-Shaker Road

BASIC FUNCTION:    
This is responsible work in supervision of the processing of employee personnel transactions.  Although the incumbent performs clerical functions like the Personnel Assistant I class, this class differs from that of Personnel Assistant I in that the duties performed are primarily focused on the specialized programmatic tasks and functions of personnel transactions, not the clerical tasks. Incumbent may supervise Personnel Assistant I's and other clerical staff participating in the processing of personnel transactions.  The work is varied depending upon the assignment of the individual employee.  The work is performed under the general direction of a higher-level administrator with leeway for the exercising of independent judgment in dealing with both routine tasks and new tasks or where a policy is not yet established.  Does related work as required.

RESPONSIBILITIES:

  1. May process information to facilitate the preparation of the payroll, including information pertaining to the separation of employees, their appointment, deductions or corrections, tax matters, including the preparation and distribution of annual W-2 forms.
  2. May process information pertaining to the various health and dental insurance programs including its membership, contract, authorizations for services and retirees benefits.
  3. Participates and acts as lead worker in the implementation of upgrades or new software systems pertaining to payroll, benefits, or timekeeping systems.
  4. Enters payroll or benefits data into an automated financial or personnel database.
  5. Trains new employees and departmental users on the use of payroll or benefits systems and processes.
  6. May answer questions of employees regarding benefits, payroll or workers’ compensation issues.
  7. Resolves unusual or difficult personnel or payroll issues.
  8. Prepares original correspondence to employees, human resources vendors and other clientele on a variety of issues.
  9. Processes and facilitates all personnel transactions either at the departmental level or as it is received in the Department of Human Resources, including information on appointments, separations, promotions, examinations.
  10. Assigns, supervises and reviews the work a group of entry-level employees engaged in personnel functions.
  11. Develops and makes recommendations to improve efficiencies in the office.
  12. Prepares reports and maintains files and records as required.
  13. Good knowledge of personnel systems, benefits, payroll, health insurance.
  14. Good knowledge of business arithmetic and English.
  15. Good knowledge of the policies and procedures relating to the operations of a personnel system.
  16. Skill in clerical procedures, including processing payrolls and insurance forms.
  17. Skill in the use of a personal computer/word processor.
  18. Ability to understand and follow oral and written directions.
  19. Ability to prepare written reports.
  20. Ability to deal effectively with employees and the general public.
  21. Ability to supervise and direct the work of others.
  22. Clerical aptitude.
  23. Mental alertness.
  24. Physical condition commensurate with the demands of the position.

Job Qualifications
  1. Graduation from a New York State or regionally accredited college or university with a Bachelor’s Degree in business administration or related field and one (1) year of full-time experience in human resources or financial functions, including benefits, payroll, worker’s compensation, insurance, training and/or recruitment; OR,
  2. Graduation from a New York State or regionally accredited college or university with an Associate’s Degree in business administration or related field and three (3) years of experience as defined in (A) above; OR,
  3. Graduation from high school or possession of a high school equivalency diploma and five (5) years of experience as defined in (A) above.

PROMOTIONAL: Twenty-four (24) months of permanent competitive class status as a Personnel Assistant I or Benefits Coordinator I.

The selected applicant will be subject to a fingerprint supported criminal history background check in accordance with SAVE Legislation effective July 1, 2001.

Candidates will not have to take an exam for this title. This is a NY HELP (Hiring Emergency Limited Placement) Program designated title. NY HELP is a temporary program designed to help local government employers address current staffing issues. Traditionally, the titles filled under the NY HELP Program required job candidates to compete in a competitive exam to be considered for employment. For the duration of the program, this title will be classified as non-competitive and categorized as a HELP Program position. At the close of the program, this position will revert to competitive class status. Employees occupying positions filled through the HELP Program will be granted competitive class status without the need to participate in a competitive exam.
