Job Description

LOCATION:                        Management Services – 900 Watervliet-Shaker Road

BASIC FUNCTION:

The work involves supervision, administration and staff professional development of various services offered through the Management and Administrative Services division of Capital Region BOCES. Under the general supervision of the Director of Management and Administrative Services, the incumbent of this class is responsible for the general operations of all departments within the Management and Administrative Services division. This includes operational oversight of all services and their staff, direct supervision of program managers and professional development coordination. Incumbent may also have direct oversight over some services within the division. Provides overall leadership and support to the Management Services Division. Does related work as required.

RESPONSIBILITIES:

  1. Supervises programs under the Management and Administrative Services including but not limited to Health, Safety, Risk Management; Actuarial Services; Fixed Assets; Records Management; Residency Verification; Shared Food Services; Transportation Services; Substitute Coordination; and others as assigned.
  2. Directly supervises and evaluates all program managers within the Management and Administrative Services division.
  3. Oversees recruitment and hiring conducted by program managers.
  4. May directly oversee complex services offered by the division, as required.
  5. Provides operational support, focusing on enhanced delivery of services.
  6. Works in conjunction with division leadership to develop and review service level budget.
  7. Proactively seeks ways to improve operational efficiency of existing services.
  8. Recommends service enhancements or new service offerings to the Director of Management & Administrative Services.
  9. Plans and develops various professional development activities, in accordance with organizational and divisional professional development initiatives.
  10. Acts as a service liaison to school districts and municipalities in support of services and district needs.
  11. Attends leadership meetings and other meetings with stakeholder groups as assigned.
  12. Assists with preparation, development and coordination of meetings with stakeholder groups.
  13. Leads various staff meetings as required.
  14. Performs any additional duties assigned by the Director of Management and Administrative Services in support of BOCES operations.
  15. Thorough knowledge of operational and management functions of public sector organizations (schools and municipalities).
  16. Thorough knowledge of professional development practices.
  17. Thorough knowledge of program service development and modeling.
  18. Good knowledge of technology.
  19. Strong ability to communicate effectively in written and verbal forms.
  20. Strong ability to supervise staff across multiple services.
  21. Ability to establish and maintain good relations with representatives of various stakeholder groups.

Job Qualifications
  1. Graduation from an accredited college or university with at least a Master’s degree in operations management, policy management, public administration, business administration or a closely related field and five (5) years of experience in the oversight of operations in a public or educational setting of which three (3) years must have involved supervision of staff5 OR,
  2. Graduation from an accredited college or university with a Bachelor’s degree in operations management, policy management, public administration, business administration or a closely related field and seven (7) years of experience in the oversight of operations in a public or educational setting of which three (3) years must have involved supervision of staff.

The selected applicant will be subject to a fingerprint supported criminal history background check in accordance with SAVE Legislation effective July 1, 2001.

Vacancies are filled by certified list provided by Albany County Civil Service. Should no certified list be available, candidates appointed to this position will be serving in a provisional appointment in accordance with New York State Civil Service Law. The candidate must successfully complete a competitive examination and be eligible for appointment in accordance with Civil Service Law and the Civil Service Rules for Albany County to obtain a permanent appointment.
