Job Description

LOCATION:                        Management Services – 900 Watervliet-Shaker Road

BASIC FUNCTION:

The work involves responsibility of the fiscal administration, strategic analysis and business development of the Management and Administrative Services division of Capital Region BOCES. Under the general supervision of the Director of Management and Administrative Services, the incumbent of this class is responsible for the fiscal aspects of Management and Administrative Services, including the management, coordination and supervision of the current year divisional budgets; and preparation of the upcoming divisional budgets, including the coordination and analysis of divisional financial operations. Provides strategic leadership and support to the Management and Administrative Services Division. Incumbent is also responsible for leading business development initiatives related to the growth of the division and the enhancement of service offerings. May exercise direct supervision over staff. Does related work as required.

RESPONSIBILITIES:

  1. Provides oversight and leads all divisional budget and financial activities.
  2. Provides strategic analysis and business development, focusing on fiscal and program development of BOCES initiatives.
  3. Proactively engages in the marketing of existing and new services.
  4. May directly supervise staff related to fiscal and business development functions.
  5. Acts as a service liaison to school districts and municipalities in support of services and district needs.
  6. Attends School Business Officials Meetings and other meetings with stakeholder groups as assigned.
  7. Facilitates the organization of meetings, seminars, workshops, surveys, and documentation designed to assist in the development, evaluation, and review of Management and Administrative services.
  8. Assists with preparation, development and coordination of meetings with stakeholder groups.
  9. Attends various staff meetings as required.
  10. Performs any additional duties as assigned by the Director of Management and Administrative Services in support of BOCES operations.
  11. Thorough knowledge of operational and management functions of public sector organizations (schools and municipalities).
  12. Thorough knowledge of financial and budgeting practices and systems.
  13. Thorough knowledge of program service development and modeling.
  14. Good knowledge of fiscal aid programs which support public sector organizations (aids, grants, etc.).
  15. Good knowledge of technology.
  16. Strong ability to communicate effectively in written and verbal forms.
  17. Ability to supervise staff.
  18. Ability to establish and maintain good relations with representatives of various stakeholder groups.

Job Qualifications
  1. Graduation from an accredited college or university with at least a Master’s degree in operations management, accounting, business administration, finance or a closely related field and four (4) years of experience in operations, budgeting, finance, accounting, or auditing of which one (1) year must have involved supervision of staff; OR,
  2. Graduation from an accredited college or university with a Bachelor’s degree in operations management, accounting, business administration, finance or a closely related field and six (6) years of experience in operations or policy management, budgeting, finance, accounting, or auditing of which one (1) year must have involved supervision of staff.

The selected applicant will be subject to a fingerprint supported criminal history background check in accordance with SAVE Legislation effective July 1, 2001.

Vacancies are filled by certified list provided by Albany County Civil Service. Should no certified list be available, candidates appointed to this position will be serving in a provisional appointment in accordance with New York State Civil Service Law. The candidate must successfully complete a competitive examination and be eligible for appointment in accordance with Civil Service Law and the Civil Service Rules for Albany County to obtain a permanent appointment.
