Job Description

LOCATION:    Northeastern Regional Information Center – 900 Watervliet-Shaker Road

BASIC FUNCTION:

The work involves responsibility for supervising and evaluating personnel and activities providing distributed information technology and telecommunications support services to school districts, selected BOCES sites and other units within a BOCES Regional Information Center (RIC). The incumbent supervises two or more units involved in the installation and use of Local Area Networks and Wide Area Networks; developing, testing and documenting new computer services, and/or developing and implementing strategic technology plans for schools. The incumbent exercises general supervision over a Managing Program Coordinator I and general supervision over subordinate Program Coordinators Specialists, Program Coordinator Trainees and other support staff.

The work is performed under the administrative direction of an Assistant Director of the Regional Information Center. Does related work as required.

RESPONSIBILITIES:

1. Supervises and evaluates all personnel providing distributed network services to school districts and other Regional Information Center units.
2. Prepares competitive bid specifications for telecommunication equipment, supplies and network connectivity and coordinates the bidding process within the business office.
3. Coordinates the ordering, installation and selected maintenance of data telecommunication circuits and equipment.
4. Receives and validates invoices from vendors and prepares information for the billing of services to school districts.
5. Maintains documentation pertaining to data communication equipment inventory, network diagrams and other material necessary for orderly unit functioning and planning process requirements.
6. Assists the Assistant Director and Director of the RIC in developing and monitoring unit budgets, billing and network service management.
7. Meets with and guides other staff in long range planning of new or enhanced data processing and informational services.
8. Oversee network security, consults with staff and districts on implementation of new technology. develops new services based on emerging technology.
9. Thorough knowledge of distributed information technology and telecommunications supported by a BOCES Regional Information Center (RIC).
10. Thorough knowledge of Local Area Network and Wide Area Network computer systems.
11. Good knowledge of website development and maintenance.
12. Good knowledge of modern management and supervisory principles and practices.
13. Good knowledge of standard office practices and equipment.
14. Good knowledge of budget preparation and the BOCES budgetary process.
15. Ability to understand and empathize with computer user needs and concerns.
16. Ability to plan, supervise and schedule the work of others.
17. Ability to design, install, update and maintain Local Area Networks and Wide Area Networks.
18. Ability to develop, design, coordinate and/or deliver technology training.
19. Ability to utilize various software and computer database programs.
20. Ability to problem-solve computer user hardware and software problems.
21. Ability to communicate effectively both orally and in writing.
22. Ability to form and maintain effective working relationships.

Job Qualifications

OPEN-COMPETITIVE:
A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s degree in management information systems, computer science, information resources management, information technology, or a closely related field and two (2) years experience designing, installing, updating and maintaining Local Area Networks and/or Wide Area Networks, one (1) of which involved supervision; OR,
B. Successful completion of twenty-four (24) credit hours in management information systems, computer science, information resources management, information technology, or closely related field from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees and four (4) years of experience as stated in (A), one (1) of which involved supervision; OR,
C. Graduation from high school or possession of a high school equivalency diploma and six (6) years of experience as stated in (A), one (1) of which involved supervision.

PROMOTIONAL: Twenty-four (24) months of permanent competitive class status as a Managing Program Coordinator I (Network Services).

NOTES:
1. Successful completion of a three (3) credit semester hour course beyond the requirements in (a) and (b) in management information systems, computer science, information resources management or information technology, or a closely related field may be substituted for three (3) months of non-supervisory experience.
2. Successful completion of a course of study offered by a technical training institute, college or a corporate training program may be substituted for up to 12 credit hours in management information systems, computer science, information resources management or information technology; or one (1) year of appropriate experience, if the following conditions are met:
a. The course of training involves learning the fundamental aspects of computer programming, systems analysis, telecommunications systems, LAN/WAN system configuration or a similar course with technical emphasis;
b. The candidate provides an official description of the coursework and evidence that it was successfully completed.
3. Coursework in the use of specific programs such as WORD, EXCEL or ACCESS and data entry is not acceptable.

Vacancies are filled by certified list provided by Albany County Civil Service. Should no certified list be available, candidates appointed to this position will be serving in a provisional appointment in accordance with New York State Civil Service Law. The candidate must successfully complete a competitive examination and be eligible for appointment in accordance with Civil Service Law and the Civil Service Rules for Albany County to obtain a permanent appointment.
