Job Description

LOCATION:          Career & Technical Education – Adult Education Program @ 900 Watervliet-Shaker Road

BASIC FUNCTION:

These duties involve the responsibility in providing sound counseling and assistance which help adult education students achieve vocational rehabilitation goals and function successfully in the business world. Incumbent in this position establishes links with vocational/educational service providers in the local community and refers students for these services.  The work is performed under the general supervision of the Principal for Adult Education.  Supervision is not a responsibility of this class.  Does related work as required.

RESPONSIBILITIES:

  1. Interviews adult education students to obtain vocational/educational background information to identify preliminary vocational/educational needs and develop a plan of services to meet these needs.
  2. Conducts a comprehensive educational/vocational assessment, including taking of past history, administering of educational vocational tests, and the evaluation of the adult education students’ capacity to perform.
  3. Develops with the adult education student a vocational/rehabilitation plan with short- and long-range goals and provides and/or coordinates those activities which help student achieve the goals.
  4. Explores opportunities to train adult education students in employability and life coping skills to enable them to become successfully involved in community based vocational and employment activities including job searches, resume writing and job interviewing skills.
  5. Develops and maintains contacts with community based educational/vocational employment and support services resources.
  6. Refers adult education students to appropriate vocational/educational service providers in the community.
  7. Provides follow-up and post-placement support services to adult education students.
  8. Keeps and maintains accurate records.
  9. Maintains contact with BOCES GED & English as a Second Language teachers to ascertain barriers that specific students may be experiencing that prevent them from meeting their educational/vocational goals.
  10. Researches and assists students in acquiring related supportive services such as one-stop career counseling, transportation, public assistance and childcare.
  11. Prepares a variety of records and reports related to adult education students and program activities and outcomes.
  12. Good knowledge of vocational career ladders and attainment skills.
  13. Good knowledge of labor market trends and requirements and the skills, abilities and experiences required in a wide variety of occupations.
  14. Good knowledge of the available educational, training and employment resources.
  15. Ability to communicate effectively both orally and in writing.
  16. Ability to establish and maintain effective interpersonal relationships.
  17. Tact and understanding.
  18. Physical condition commensurate with the demands of the position.

Job Qualifications
      1. Graduation from a regionally accredited or New York State registered college or university with a Master's degree in Vocational Rehabilitation or Guidance, Education, or Workforce Education and Career Development; OR,
      2. Graduation from a regionally accredited or New York State registered college or university with a Bachelor's degree in Counseling, Psychology, Sociology or a closely related field and three (3) years of experience in vocational rehabilitation counseling or adult case management.

The selected applicant will be subject to a fingerprint supported criminal history background check in accordance with SAVE Legislation effective July 1, 2001.

Candidates will not have to take an exam for this title. This is a NY HELPS (Hiring Emergency Limited Placement Statewide) Program designated title. NY HELPS is a temporary program designed to help local government employers address current staffing issues. Traditionally, the titles filled under the NY HELPS Program required job candidates to compete in a competitive exam to be considered for employment. For the duration of the program, this title will be classified as non-competitive and categorized as a HELPS Program position. At the close of the program, this position will revert to competitive class status. Employees occupying positions filled through the HELPS Program will be granted competitive class status without the need to participate in a competitive exam.
