Job Description

LOCATION:          Central Administration – 900 Watervliet-Shaker Road

BASIC FUNCTION:

The Assistant Superintendent for Operations provides big picture leadership for the business, purchasing, and financial affairs of the BOCES; the functions of the human resources department & BOCES facilities. At the direction of the District Superintendent, may report to the Board on specific matters. Reports to Deputy District Superintendent & Chief Operating Officer. 

RESPONSIBILITIES:  

  1. Provides long-range vision and planning on all operational functions of the BOCES.
  2. Provides active leadership of achievement of organizational goals, vision & BOCES commitments.  Provides leadership to division & department directors in budgetary matters and supports organizational budget development.
  3. Oversee the leadership of the Director of Business Operations, Director of Facilities, and Director of Human Resources.
  4. Coordinates the presentation of, justification for, and preparation of additional analyses required to understand the proposed budget.
  5. Interfaces with component school districts on billing, services, and co-sers.
  6. Facilitates regional leadership of School Business Officials.
  7. Acts as advisor to the District Superintendent & Deputy District Superintendent & Chief Operating Officer on all questions relating to the business and financial affairs of the BOCES.
  8. Assists in recruiting, hiring, training, supervising, and evaluating personnel.
  9. Works closely and cooperatively with federal, state, and independent auditors.
  10. Works with the General Counsel on preparation of draft policies.
  11. Remains abreast of developments and innovations in the field by reading current literature, attending professional association meetings and conferences, and discussing developments and problems of mutual interest with others in the field.
  12. Attends Board meetings and prepares such reports for the Board as the District Superintendent may assign.
  13. Assists the District Superintendent in preparing materials for negotiations, keeping records concerning negotiations, and assisting in the administration of the negotiated contracts.
  14. Serves as a resource to committees of the Board.
  15. Supports oversight of BOCES awarded grants.
  16. Facilitates organization of safety including Incident Response Team and training.

REQUIRED SKILLS:

  1. Ability to provide leadership to others.
  2. Ability to communicate effectively and make public presentations.
  3. Ability to establish and maintain good relations with representatives of various groups such as school district leaders.
  4. Knowledge of employee benefits including insurance.
  5. Ability to train BOCES managers in organizational processes
  6. Physical condition commensurate with the demands of the position.

  4. Direct experience successfully managing education and/or service agency.
  5. Knowledge of financial management and demonstration of financial acumen.

Job Qualifications
  1. New York State School District Leader (SDL), School District Business Leader (SDBL), School Business Administrator (SBA) or School District Administrator (SDA) certification required.
  2. Master’s degree in education administration, business administration or related field required.
  3. 3-5 years of public school or BOCES leadership with a strong operations background.

The selected applicant will be subject to a fingerprint supported criminal history background check in accordance with SAVE Legislation effective July 1, 2001.
