Job Description

LOCATION:                          Northeast Regional Information Center – 900 Watervliet-Shaker Road

BASIC FUNCTION:           

These duties involve responsibility for the accurate and efficient management of business office activities within the Northeastern Regional Information Center (NERIC) division of Capital Region BOCES. The work involves independent responsibility for making recommendations, decisions and judgments in the areas of accounting, budgeting and fiscal management as it relates to the operations of the NERIC division. The work is performed under the general supervision of a NERIC/BOCES administrator with considerable leeway permitted. All functions are performed in accordance with the policies and practices established by the Capital Region BOCES Business Office and Director of Business Operations (BOCES). Supervision is exercised over the work of several subordinate business office employees, assigned to the NERIC division.  Does related work as required.

RESPONSIBILITIES:

  1. Supervises the employees in the business office of the NERIC, whose duties involve the maintenance of a wide variety of financial, statistical and clerical records.
  2. Oversees the purchasing for the division, including the coordination and verification of funds, in accordance with BOCES purchasing policies.
  3. Compiles material and assists in budget preparation, salary and insurance studies, special statistical, accounting and related surveys as they relate to the NERIC division.
  4. Oversees control of budgetary accounts and advises division personnel when deemed appropriate.
  5. Develops, implements and maintains financial systems and practices to ensure complete and accurate accounting for the financial transactions of the division.
  6. Designs forms, flow charts and systems, and formulates and recommends new and improved business office practices and procedures to support the business operations of the NERIC division.
  7. Assists in the preparation and updating of fiscal policies and procedures as they relate to the NERIC division.
  8. Supervises monthly invoices to various component districts and other agencies.
  9. Corresponds and acts as liaison with clients regarding billings and technical issues.
  10. Prepares and maintains a variety of financial and statistical and clerical records.
  11. Assists in the preparation of state aid claims and forms.
  12. Trains subordinate staff as necessary.
  13. Performs related duties, as assigned.
  14. Thorough knowledge of the modern principles, practices and terminology of financial administration including budgeting, purchasing, reporting and accounting as they relate to a school district or BOCES.
  15. Thorough knowledge of modern business office management practices and procedures.
  16. Good knowledge of various state and federal laws, policies, regulations and practices that relate to the business office practices of a school district or BOCES.
  17. Ability to plan, organize and supervise the work of others.
  18. Ability to train subordinates as necessary.
  19. Ability to prepare and analyze complex financial records, reports and statements.
  20. Ability to present complex written and oral comments clearly and concisely.
  21. Ingenuity and resourcefulness in handling administrative problems.
  22. Tact and courtesy; good judgment; thoroughness; dependability; accuracy.

Job Qualifications

PROMOTIONAL: EITHER:

  1. Twelve (12) months as a Managing Program Coordinator II (Business Services); OR,
  2. Twelve (12) months as a Budget Analyst (BOCES); OR,
  3. Twenty-four (24) months as a Managing Program Coordinator I (Business Services); OR,
  4. Twenty-four (24) months as a Managing Program Coordinator I (Financial Services).

OPEN-COMPETITIVE: EITHER:

    1. Graduation from an accredited college or university with at least a Bachelor's degree in business administration, accounting or a closely related field and three (3) years of experience in business management or accounting, of which one (1) year shall have been in a supervisory capacity; OR,
    2. Graduation from an accredited college or university with an Associate’s degree in business administration, accounting or a closely related field and five (5) years of experience in business management or accounting, of which one (1) year shall have been in a supervisory capacity; OR,
    3. Graduation from high school or possession of a high school equivalency diploma and seven (7) years of experience in business management or accounting, of which one (1) year shall have been in a supervisory capacity.

The selected applicant will be subject to a fingerprint supported criminal history background check in accordance with SAVE Legislation effective July 1, 2001.

Vacancies are filled by certified list provided by Albany County Civil Service. Should no certified list be available, candidates appointed to this position will be serving in a provisional appointment in accordance with New York State Civil Service Law. The candidate must successfully complete a competitive examination and be eligible for appointment in accordance with Civil Service Law and the Civil Service Rules for Albany County to obtain a permanent appointment.
