Job Description

BASIC FUNCTION:

The incumbent performs investigations to ascertain facts involving student residency issues in an effort to limit the operational and financial impact of students who are not legal residents of the respective school district.  Typical investigations include field contact work using residency criteria established by NYS Department of Education, NYS Education Commissioner’s regulations and federal regulations outlined in the McKinney Vento Homeless Assistance Act.  The work is performed under the general supervision of a BOCES supervisor with leeway allowed for independent judgment in carrying out assignments.  Does related work as required.

RESPONSIBILITIES:

  1. Checks with school districts regarding student residency issues.
  2. Contacts parents or guardians regarding student residency.
  3. Confers with attendance officer and school officials concerning student residency issues.
  4. Investigates student residency through field visit work including using residency criteria established by NYS Department of Education and Commission’s Regulations.
  5. Inspects and verifies legal address of students’ legal address listed on student enrollment documents.
  6. May consult with local tax assessor or municipal code enforcement offices regarding residency and certificates of occupancy.
  7. Prepares necessary reports and maintains appropriate records.
  8. Good knowledge of basic investigative techniques and procedures.
  9. Ability to acquire knowledge of laws, rules and regulations relating to student residency.
  10. Ability to deal effectively with the public and to endorse regulations with firmness and impartiality.
  11. Ability to prepare a variety of routine records and reports.
  12. Resourcefulness.
  13. Physical condition commensurate with the demands of the position.

Job Qualifications
  1. Graduation from a regionally accredited college or university or one recognized by the New York State Board of Regents to grant degrees with a Bachelor’s degree in criminal justice and six (6) years of investigative experience or school district investigative experience involving student truancy or residency; OR,
  2. Graduation from a regionally accredited college or university or one recognized by the New York State Board of Regents to grant degrees with an Associate’s degree in criminal justice and eight (8) years of investigative experience or school district investigative experience involving student truancy or residency; OR,
  3. Graduation from high school or possession of a GED and ten (10) years of investigative experience or school district investigative experience involving student truancy or residency.

 

SPECIAL REQUIREMENT: Must possess and maintain a valid appropriate class New York State Driver's License.

The selected applicant will be subject to a fingerprint supported criminal history background check in accordance with SAVE Legislation effective July 1, 2001.

Vacancies are filled by certified list provided by Albany County Civil Service. Should no certified list be available, candidates appointed to this position will be serving in a provisional appointment in accordance with New York State Civil Service Law. The candidate must successfully complete a competitive examination and be eligible for appointment in accordance with Civil Service Law and the Civil Service Rules for Albany County to obtain a permanent appointment.
