Job Description

LOCATION:                        Engagement & Development Services – 900 Watervliet-Shaker Road

BASIC FUNCTION:

Incumbent in this class is responsible for implementing and troubleshooting high-quality websites that align with the educational mission and organizational goals of school districts and other educational clients, as well as assisting with other responsibilities related to website development and maintenance including database development and adherence to usability and accessibility guidelines. Work is performed under the general supervision of a BOCES program manager. Supervision is not a responsibility of this class. Does related work as required.

RESPONSIBILITIES:

  1. Implements high-quality websites for clients.
  2. Assists with maintaining and troubleshooting websites for clients.
  3. Collaborates with staff on web server and related issues.
  4. Researches, develops and implements web-based features and services that can be made available via the Internet.
  5. Assists as needed in the development of frameworks for overall client websites based upon the services to be offered.
  6. Changes website content at the request of clients or by virtue of changes in industry trends.
  7. Troubleshoots connectivity and functionality problems of client websites.
  8. Monitors usage patterns of client websites.
  9. Participates in maintaining the security of client websites.
  10. Makes recommendations for changes in approaches, procedures and/or policy as they pertain to the Internet and website design and development.
  11. Answers questions regarding the use and functionality of client websites.
  12. Keeps abreast of current trends in web development, including hardware and software used in website development.
  13. Maintains files and prepares reports, as necessary.
  14. Good knowledge of current and emerging industry-standard hardware and software used in Internet/website design and development.
  15. Good knowledge of modern business offices terms and procedures as they relate to the Internet.
  16. Good knowledge of modern terms and procedures used in the design and development of websites.
  17. Good knowledge of the technical components of website creation including HTML, Javascript, Cascading Style Sheets (CSS), and the use of databases, as well as knowledge of server-side technology.
  18. Strong organizational skills, creative problem-solving abilities, initiative and work ethic.
  19. Skill in the use of computers and peripheral equipment.
  20. Ability to understand, follow and prepare oral and written instructions.
  21. Ability to implement and troubleshoot web-based solutions to meet client needs at the direction of the program manager.
  22. Demonstrated commitment to exceptional customer service and excellent client management skills.
  23. Demonstrated ability to work independently and use good judgment and to successfully juggle multiple priorities and deadlines while attending to details.
  24. Ability to effectively present information regarding the design and development of websites to a lay audience.
  25. Physical condition commensurate with the demands of the position.

Job Qualifications
    1. Graduation from a New York State registered or regionally accredited college or university with a Bachelor’s Degree in management information systems, computer science, information resources management, information technology, communications or related field and two (2) years of equivalent full-time or volunteer experience in the design and development of web sites; OR,
    2. Graduation from a New York State or regionally accredited college or university with at least an Associate’s Degree in management information systems, computer science, information resources management, information technology, or a closely related field and four (4) years of experience as defined in (A) above; OR,
    3. Graduation from high school or possession of a high school equivalency diploma and six (6) years of experience as defined in (A) above.

NOTE:

  1. Successful completion of a three (3) credit semester hour course in college-level computer science, computer information systems, or a closely-related field may be substituted for three months of appropriate experience.
  2. Successful completion of a course of study offered by a technical training institute, college or corporate training program may be substituted for one year of appropriate experience, if the following conditions are met:
    1. The course of training involves learning the fundamental aspects of computer programming, systems analysis, telecommunications, LAN/WAN system configuration. Website development or a similar course with technical emphasis on the operation of a connected computer system.
    2. The candidate provides an official description of the coursework and evidence that it was successfully completed.
  3. In order for volunteer experience to be credited it must be verifiable.

The selected applicant will be subject to a fingerprint supported criminal history background check in accordance with SAVE Legislation effective July 1, 2001.

Vacancies are filled by certified list provided by Albany County Civil Service. Should no certified list be available, candidates appointed to this position will be serving in a provisional appointment in accordance with New York State Civil Service Law. The candidate must successfully complete a competitive examination and be eligible for appointment in accordance with Civil Service Law and the Civil Service Rules for Albany County to obtain a permanent appointment.
